Bring pot of salted water to a boil.
Add potatoes and cook for 25 minutes. Drain and cool for 15 minutes. Cut potatoes into 3/4 inch pieces. Drizzle with vinegar and stir gently. Chop hard-boiled eggs, fried bacon, and green onions. Add to potatoes. Combine mayonnaise, mustard, and pickle relish. Add mixture to potatoes. Stir to combine. Add salt and pepper to taste. Transfer potato salad to a serving bowl. Sprinkle with paprika.
